Safety

It is paramount that UW students, staff and contracted partners experience a safe, healthy and injury-free place of learning and employment.

Capital Planning & Development (CPD) develops and empowers project teams to implement safety in each design, construction and transition to occupancy process. Safety is a direct reflection of the quality of CPD management practice: It is “in scope” of each design and defined as a product and deliverable in each facility CPD builds (reducing incident and injuries over the lifecycle). CPD construction events happen injury-free (inside and outside the fence line). CPD sets safety performance requirements and develops clear criteria in order to measure success, with a goal of continuous improvement and movement toward zero injuries.

CPD leads teams (process partners, contractors, designers, and trade partners) to collaborate and innovate in order to achieve positive continuously improving safety culture and injury-free experiences.

 We proactively PLAN AND EXECUTE

  • Comprehensive and robust planning and systems are essential to ensure safety on our job sites - safety and accident prevention performance metrics are used as criteria during the selection of our contracted teams.
  • Review of each firm’s Accident Prevention Program and understand their philosophy on safety culture and specific approach to accident prevention.
  • Require the development and review of the firm’s Site-Specific Safety Plan (SSSP) for each unique project. SSSPs consider the special circumstances of our UW urban environment and address safety inside and outside the fence as well as at project interfaces where adjacent space is occupied. SSSPs explain how planning and controls are implemented, and how responsibility is clearly assigned and overseen among team members. Topics may include, among others, maintaining ingress and emergency egress, emergency services access, security, falling objects, traffic control, wayfinding, shutdowns, hazard communication, regulated building materials (asbestos/lead), odor control/mitigation and business continuity (e.g. no false alarms in adjoining facilities).

We practice PREVENTION THROUGH DESIGN

  • Closely collaborate with our contract teams on operational safety and health of our built environment and employ prevention-through-design principals. Our teams address occupational hazards and risks to the eventual occupants and personnel who will service and maintain the building.
  • Work to minimize costly redesign and retrofitting and also employ management systems and standards that will be implemented to reduce injuries and incidents during post-development operations. Example topics include confined space, fall protection, safe access, loading, lifting, hazardous materials exposure, local ventilation systems (e.g., labs and shops), hazardous energy control, machinery safety, and the commissioning of safety related systems and equipment.
  • Utilize (prevention-through-design) processes during design and construction for design safety reviews - applying the knowledge, skills, experience, insight, and creativity of employees close to the hazards and risks.

Performance, accountability and high expectations are standard, as is an understanding that all incidents and injuries are preventable.  Safety awareness is personalized and all are empowered to stop any unsafe condition or action on UW jobs. Contract teams use data (lagging and leading) to manage decision making, identify trends and take appropriate actions. Site safety orientations happen as well as periodic monitoring of all site workers to ensure each worker receives the appropriate safety orientation. Training and safety site walkthroughs and hazard observations are used by teams to ensure safety goals are being met.

Reward and recognition is critical, success is celebrated, and issues are analyzed to drive learning and improvement. Performance evaluations of contract teams are important tools to ensure that CPD’s safety vision has been adequately implemented at the UW. Contract team evaluations inform qualifications and the ability to gain future UW business opportunities.
