Obtaining bid documents
The University of Washington has an online bid document provider called Infinite Source. Infinite Source is user friendly with many great tools for bidders, including notification of new addenda, powerful online measuring tools, the ability to share notes and comments on drawings and specifications, and a word search function for specifications that make it quick and easy for firms to search a document for relevant information.
Bidders must complete a one-time registration process with Infinite Source in order to access bid documents. There is also a "Quick Start Guide" on the Infinite Source login page, and an online manual under the Help tool.

Invitations to bid
The University of Washington advertises bids for most public works projects in the Daily Journal of Commerce. Availability of bidding documents is described in the advertisement.
Bids received after the required bid submission deadline will not be accepted or considered. Bidders are responsible for verifying the actual bid submission date by obtaining addenda through the sources listed in the Advertisement for Bids. The University strongly encourages minority business enterprises (MBEs), women’s business enterprises (WBEs), and small businesses to submit bids or to participate as subcontractors on University contracts.
Preliminary project bid results
Preliminary bid results are posted on all Public Works Projects. These preliminary bid results reflect the information as read at the time of the bid opening and are provided for informational purposes only and may not represent final determination of the lowest responsive bid or bid award.
After bid opening, the bids received by the submittal deadline will be carefully evaluated for responsiveness by Capital Planning & Development staff with the intent to award a contract to the low responsive and responsible bidder. Bid results will be posted for a period of 60 calendar days from bid submittal date. Questions regarding the actual bid award should be directed to the Project Manager.
Small Works Roster
The Small Works Roster is used for soliciting bids, without public advertisement, from contractors on public works construction projects valued between $45,000 (for a single trade) or $90,000 (for multiple trades) and $300,000.
Work costing less than $45,000 or $90,000 is normally performed by UW personnel. Work estimated to cost more than $300,000 is publicly advertised. There are three categories on the Small Works Roster: General Contractors, Mechanical Contractors and Electrical Contractors. The University will utilize the Small Works Roster to solicit bids and award contracts for construction, renovation, remodeling, demolition, or repairs for projects at the Seattle, Tacoma and Bothell campuses, and other locations. Applications for the Small Works Roster are accepted any time during the year, and contractors placed on the Roster must meet certain responsibility criteria as outlined on the application form.

Critical Patient Care and Specialized Medical Research Facilities Roster
The University of Washington has established a Critical Patient Care and Specialized Medical Research Facilities Roster for general contractors, as authorized by RCW 28B.20.744, which will be used to solicit and award contracts for construction, building, renovation, remodeling, alteration, repair or improvements for projects at the UW Medical Center (UWMC), Harborview Medical Center (HMC) and other facilities. The roster will be used to solicit contractors for projects through December 31, 2020.
These projects will be located within existing, occupied portions of the UWMC, HMC and other facilities with work occuring adjacent to critical care and research facilities and supporting spaces. The Roster will be used for projects with an estimated construction cost of $5 million or less. Two roster groups have been established - Group A and Group B. Group A work will consist of projects containing life-critical elements, e.g. oncology suites, operating rooms, procedure rooms, biosafety lab 3, etc. Group B work will consist of all other critical medical and specialized medical research facilities projects.
Firms interested in placement on the roster must submit their Statement of Qualifications in response to the Request for Qualifications which is accessible at the link below. Statements of Qualifications will be accepted at any time and will be evaluated as described in the Request for Qualifications.

Job Order Contracting
The Job Order Contracting (JOC) method of contracting is authorized by state law (RCW 39.10) and permits the University to award two contracts based on competitive bidding of a markup of a standard industry price book (e.g., R.S. Means). The maximum amount awarded for each contract cannot exceed $4 million annually. Individual work orders for specific construction projects valued at less than $350,000 each may be authorized.
At least 90% of the total dollar amount of the job order contract must be performed by subcontractors. The University's current Job Order Contractor is Centennial Contractors Enterprises, Inc., and their contact information is: Quinn Dolan, (253) 912-1910.
Energy conservation contracting
As authorized by state law (RCW 39.35C), the University constructs projects that reduce energy consumption or costs, and increases efficiency in the use of energy through activities, measures, or equipment designed to achieve conservation goals.
After substantial completion of construction, each project is monitored for a period of time to verify that the conservation goals have been met. Examples of projects that the University has constructed under this contracting method include: chiller and cooling tower upgrades, HVAC system modifications from a constant volume to variable volume system, and lighting and plumbing fixtures replacement. The energy services prime contractor is chosen through a competitive bidding process. The prime, in turn, contracts with subconsultants and subcontractors as needed to perform the work.
